🇳🇱 Brief van het Stadsbestuur van Hasselt (ca. 1776) in Modern Nederlands
Edele Mogende Heren,
Mijn Heren Ridderschap en Steden,
Staten der Provincie van Overijssel
Om uitvoering te geven aan uw beschikking op het verzoekschrift (
requeste) van Susanna Maria Knoopffelin, weduwe Dulken (welke hierbij ingesloten terugkeert), hebben burgemeesters, schepenen en raden van de stad Hasselt de eer u het volgende kort over te brengen:
In haar verzoekschrift beweert zij:

  • dat zij op 31 augustus 1769 in Hasselt is komen wonen (dus nu al meer dan zeven jaar geleden) en toen haar intrek heeft genomen bij haar zoon J.L. Dulcken;

  • dat zij daar vervolgens niet langer kon blijven wonen en daarom in januari van het afgelopen jaar een klein huisje voor zichzelf heeft gehuurd.

Wij als berichtgevers spreken dit weliswaar niet tegen, al was het ons niet bekend op welke dag of in welk jaar zij hier precies is aangekomen. Veel minder was ons bekend dat zij daadwerkelijk bij haar zoon ging wonen; wij hebben altijd aangenomen dat zij daar slechts voor haar plezier ("voor plaisir") een tijdje verbleef.
In het voorjaar van
1776 merkten wij echter op dat zij zich nu echt met haar huishouden in deze stad heeft gevestigd én aanspraak maakte op ondersteuning uit de Armenkas. Op verzoek van de eerwaarde kerkenraad hebben wij haar toen gewaarschuwd dat zij borg (cautie) moest stellen of anders de stad moest verlaten.
Zolang iemand immers ergens slechts voor zijn plezier of als gast verblijft, kan men geen borg eisen. Maar dat wordt anders zodra iemand zich er permanent vestigt — en dat is wat van haar is gevraagd op grond van de geldende resolutie.
Wat betreft haar financiële situatie en de steun:
Haar beweringspunt dat zij nooit iemand tot last is geweest — behalve dat de Diaconie haar dit jaar een paar stuivers per week zou hebben bijgezet — is volledig onwaar. Uit de ontvangstboeken van de armenverzorging blijkt overduidelijk dat zij, zodra zij hier kwam wonen, van de ene in de andere financiële nood is geraakt en nog steeds door liefdadige mensen moet worden ondersteund.
Haar beschuldiging dat het eisen van een borgsom zou voortkomen uit haat en ruzie met haar zoon, leggen wij als ongegrond terzijde.
Slotconclusie van het stadsbestuur:
Tot slot beweren wij dat het niet zo is dat wij haar met geweld proberen te verjagen. Wel stellen wij dat het niet aan uw College is, maar aan ons stadsbestuur om te bepalen wie er wel of niet binnen onze stadsgrenzen mag wonen. Aangezien zij geen borg kan of wil stellen, verzoeken wij u beleefd doch dringend om haar verzoekschrift af te wijzen, zodat wij onze stedelijke rechten en bevoegdheden in dit soort zaken in vrijheid kunnen blijven uitoefenen.

To the Noble and Mighty Lords,
My Lords,
The Knighthood and Cities,
States of the Province of Overijssel
In order to comply with Your Noble Mightinesses' Decree regarding the Petition (
requeste) of Susanna Maria Knoopffelin, widow Dulken (which is returned herewith), the Burgomasters, Aldermen, and Councilors of the City of Hasselt have the honor to report the following concisely:
According to the aforementioned petition, she states:
  • that she, the petitioner, came to live in Hasselt on August 31, 1769 (more than seven years ago) and then moved in with her son J.L. Dulcken;

  • that subsequently, being unable to stay in that house any longer, she rented a small house for herself in January of last year.

We, as reporting officers, do not dispute this, although it was unknown to us on what precise day or year she arrived here. Much less was it known to us that she actually took up residence with her son; we had always assumed that she was merely staying there for pleasure ("voor plaisir") for some time.
However, in the spring of
1776, realizing that she had now permanently settled within this city with her household and was requesting relief from the Poor Fund, we—at the request of the Reverend Church Council—warned her to provide a guarantee (cautie) or otherwise vacate the city.
For as long as a person resides somewhere merely for pleasure or as a guest, no security deposit can be demanded. But that changes as soon as someone permanently settles down—which is what was required of her in accordance with the established Resolution.
Regarding her financial situation and poor relief:
Her claim that she has never been a burden to anyone—other than receiving a few pennies a week from the Diaconate this year—is completely untrue. The account books of the poor relief clearly prove that as soon as she came to reside here, she fell into one hardship after another and is still being supported by charitable individuals.
Her allegation that demanding security stemmed from malice and discord with her son, we set aside as groundless.
Conclusion of the city council:
Finally, we state that we are not attempting to drive her out by force. However, we maintain that it is not up to Your Noble Mightinesses, but up to our city council to grant or deny permission for anyone to reside within this city. Since she cannot or will not provide security, we respectfully yet earnestly request that you reject her petition, so that we may continue to freely exercise our municipal authority in such matters.
